How to post a feature request? How to vote for a feature?

Hi!

I'm not able to post to feature requests?
How can I do this?
How can I vote for features?

I would like to have "manage folders" extended to create sub-folders, rename, move and delete (sub-)folders.

"delete folder" has been in our task tracker for a while now, just haven't gotten to it because of other things.
