Sorry not too clear.
Android Wear will initially display all your messages as a stack of cards -- and the actions apply to the entire stack.
To work with individual messages, you need to "expand" the stack first -- making each message a separate card -- then each of those messages / cards with have its own action buttons.
That's not specific to Aqua, by the way.
