Can't Delete Insert Quick Response

On the Insert Quick Response screen, there's an options for Add/Edit responses. When I click on it, I see the responses I've saved with a trash can to their right. If I click on the trash can, the response disappears, but only for this email. When I then create another email, it's back. So it doesn't seem to be deleted.
