I am now running version 1.1.0.9.7 on JB 4.1.2. I can no longer delete messages from the notification bar.
I believe it was in the previous version where, if I had only 1 new message, I was able to delete it from the notification bar. Now, I am no longer seeing that option. I looked through the settings to see if I accidentally disabled something, but I do not think I did.

Android may collapse the notification if it "thinks" there is no room.
Nothing has changed on my side. The app requests the buttons, but the final decision is out of my control (in the system).
When / if this happens, you can make the "two finger zoom out gesture" on the collapsed notification, horizontally, to expand it and reveal the confirm / cancel buttons.
May not be easy to do, but again, that's how Google designed it.

Wow you learn something new every day! I apologize for my ignorance.
If only there was a way to force all notifications to be expanded by default.

Yes, it would be very handy to be able to force expanded state, but Google's decision was that this is the system's decision.... So....
