Where can I set the maximum size of attachements up to which they are downloaded automatically during sync?

Yes, this is in each account's Options and Folders, with separate setting for WiFi and 3G/HSDPA/etc.

Oh, and this is for IMAP.

For POP3, since messages are not separated from attachments, please use the app global "how much to load when checking mail" settings (bottom of the settings screen in Extended settings mode).
