I realized that in addition to custom notifications sounds, not even headsup notifications work. they do not actually work in gmail either, but they go in telegram and whatsapp. Xiaomi mi8 miui 10 global, android 9

As far as 8 l know (came up in another post here) - what's app has not been "optimized for 8.0" yet.
Unless Google makes an exception for them (what's app) - it will have to be (optimized) soon, and then it'll work same as all other apps, ie notifications broken in exactly same ways.
