Title: Can I hide lower icon bar?

I never use the lower icon bar and it takes up a lot of real estate. Is there a way to hide it or make it smaller?

I would still need to access the Sort function which used to be part of the upper icon bar. Ideally I would put all the functions on the upper icon bar, which I think is how it used to be.

I have searched in vain for an answer.
