The item "How do I access server side folders?" of the FAQ (4th on this page: http://www.aqua-mail.com/?page_id=227 ) describes your question toward the end of the answer.
(And just in case, - you cannot create "local", i.e. on the phone only, folders.)

I must be doing something wrong I see nothing about adding folders, on my galaxy s5 or Tab 4...

Just in case you cannot find it in the FAQ linked above, or got confused let me delineate this way:
Long press the account in the main window, choose “Options and folders”, then “Folders”. Or [in the message view, bring out the sliding cabinet menu by touching the three horizontal bars icon in the top left corner and] choose “Manage folders…” next to where [below] “Other folders…” is.
....
There is a “+” icon on this screen (“Manage folders…”) [in the top right corner] to create a server folder.
(striking and [additions] are mine)
Hope this helps.
@Kostya,
It looks like a portion of this FAQ entry might not have been updated since the change in the design (sliding "cabinet" menu, or whatever it is called).
I can see how it can be difficult to find "Manage folders" on the screen in the message view.

Strange, found the Folders in my Gmail account, in my Comcast account not listed. I guess it doesn't work in Comcast email. I have created my Save folder and can move messages into it, but only from the Gmail account.

Folder are available only via IMAP connection.
It sounds that you might be using a POP3 connection with your Comcast account.
If that's not the case, - you can read in the same FAQ item about how to enable folder syncing.
I'd highly recommend using IMAP instead of POP3, for many reasons.
You cannot change the type of the account in Aquamail, you will have to add that account with an IMAP connection and remove your POP3-based configuration.
