Title: Full email instead of names

I know I saw the solution here some time ago but can't find it.
I want the person's email to appear in the to box instead of just the contact name but I can't find the setting to change.
Where is it?

App settings -> message list -> full sender info

That setting already is.
It's when the message is being composed that the name appears instead of the address.

Settings /contacts/unselected contact chips.
