Some long settings titles are truncated in portrait mode on my Droid Raze M.
See the attached screenshot.

This has always been the case ;)
And this is not a bug.
Then it's a "zero-day feature".

Settings screens (layout, design) are predefined by Android -- and the "title" is forced to single line, with ellipsis or fading (varies).
I *try* to use short titles, but sometimes it's difficult to find one that's also descriptive. And then there are translations...

I understand that there are limitations imposed by Android (and I have very limited knowledge of those). And I understand that some titles need to be longer.
But this logic "the title has to be longer to be descriptive, but that results in the title being truncated, and not fully readable [for 50+% of users]" sounds like "catch 22" (a circular argument).
I agree that the present solution sort of works if you can rotate your device (and auto-rotation function is enabled), but it is a make-shift solution.
Are you sure there is no elegant (but relatively simple) solution?

And yes, I understand that this is one of those "OMG, how horrble!!!" things, since "no other apps does this", right?

Nope. I evaluate things on their own merit.
I am somewhat a perfectionist in a certain way: Things that strain logic bother me, and I value and enjoy elegant solutions. I am happy to give accolades for the latter, and (sorry) share the former (where it might have a positive effect).
And there are a few things I haven't done in my Internet life: AOL and OMG are among them.

AOL and OMG -- both are TLA's :)
Since I'm aware that settings titles are single-line, I do try to use shorter text, as much as I can.
Sometimes I am able to succeed. Sometimes, well, as it turns out, I fail. Oh well.
