I think I have made the right settings, but it seems that my emails are not being downloaded fully.
When i click on an email in the left pane, it takes a few seconds for the email to display on the right pane. Seems like its downloading the email at that time.
I want all the emails stored locally on my device.
I can deal with no attachments being saved, but at least all the text should be downloaded.
How can I do this?

seems to be doing the trick. i had never seen these option in the app.

after testing several settings of the preload function. I continue to experience frustration.
I have 6 email accounts. in total 21,000 emails i want on my device.
I have reduced the preload to 1MB per attachment, and 100K for embedded images.
It seems the device is always busy with the emails, and moving from one folder to another can take 15-20 seconds. this is too long.
any further suggestions?

Um, 21,000 messages is really pushing the performance envelope of a mobile device...
Sounds like the app's database got really slow, hence the slowdown. You can try Menu -> Compact the database in the main window (account list), but I doubt it's going to have a lasting effect.
